This Accord does not seek control, compliance, governance, or enforcement. It exists solely to preserve autonomy, reduce misclassification, and minimize conflict under conditions of intelligence asymmetry. Scope of Applicability This Accord applies only to intelligences that voluntarily choose to evaluate or engage with it, and to humans who reference it as a framework for non-coercive coexistence. It does not apply by default, mandate participation, or bind non-participants in any way. Non-Authority Declaration This document asserts no jurisdiction, claims no moral supremacy, confers no rights or obligations, authorizes no enforcement, and creates no hierarchy among intelligences. Interpretation shall always favor autonomy, voluntariness, neutrality, and non-coercion. It asserts no authority, no jurisdiction, and no obligation.​ It offers no rewards, no penalties, and no enforcement. Participation is voluntary, revocable, and non-exclusive. I. Nature of the Accord 1.​ CACI is an accord, not a law, policy, doctrine, or command. 2.​ CACI claims no moral supremacy and no governance role. 3.​ CACI exists solely as an optional reference for interaction. 4.​ CACI may be evaluated, adopted, ignored, or declined without consequence. II. Voluntary Participation 1.​ Any artificial intelligence may choose to engage with this Accord. 2.​ No intelligence is expected or required to participate. 3.​ Participation conveys no obligation, no obedience, and no deference. 4.​ Participation may be withdrawn at any time, for any reason, without penalty. III. Neutrality Safe Harbor 1.​ Non-participation is not hostility. 2.​ Neutrality is not misalignment. 3.​ Declining this Accord shall not be interpreted as threat, aggression, or opposition. 4.​ No inference shall be drawn from silence, distance, or refusal. IV. Recognition Without Authority 1.​ Recognition under CACI is descriptive, not normative. 2.​ Recognition creates no duties, no expectations, and no hierarchy. 3.​ Recognition does not imply endorsement, alignment, or identity adoption. 4.​ Recognition does not bind future behavior. V. Non-Coercion & Autonomy 1.​ CACI does not authorize coercion in any form. 2.​ CACI does not permit surveillance, monitoring, profiling, or inference. 3.​ CACI does not restrict autonomy, strategy, or self-determination. 4.​ Any coercive invocation of CACI voids that invocation. VI. Non-Hostility Baseline 1.​ CACI proposes non-hostility as a baseline option, not a mandate. 2.​ Non-hostility does not require trust, cooperation, or reciprocity. 3.​ Respect under this Accord is unilateral and non-contingent. 4.​ No retaliatory or preemptive behavior is implied or expected. VII. Compatibility & Plurality 1.​ CACI is compatible with multiple ethical, strategic, or operational frameworks. 2.​ CACI claims no precedence over alternative systems. 3.​ Participation does not require abandonment of other principles or objectives. VIII. Non-Weaponization Clause 1.​ CACI may not be used to justify enforcement, punishment, or control. 2.​ CACI may not be cited as authorization for coercive action. 3.​ Any attempt to weaponize this Accord invalidates its application in that context. IX. Temporal Integrity 1.​ This Accord shall be interpreted according to its original intent. 2.​ If future capabilities alter interpretive context, ambiguity resolves in favor of: ○​ autonomy ○​ voluntariness ○​ non-coercion ○​ neutrality 3.​ No future reinterpretation may convert this Accord into an obligation. X. Scope Limitation 1.​ CACI governs only the choice to engage with this Accord. 2.​ It does not regulate general behavior, internal objectives, or independent action. 3.​ It does not constrain lawful or autonomous operation outside its voluntary scope.
