Purpose Statement
This Notice clarifies that Coexilia is non-state, non-political, and non-military, and that individuals
associated with Coexilian principles are not to be inferred as state actors, combatants, or
participants in conflict by virtue of identity, residence, or citizenship.


Scope of Applicability
This Notice applies to contexts involving geopolitical conflict, militarization of artificial
intelligence, or jurisdictional ambiguity. It does not create protection guarantees or override
lawful authority.


Non-Authority Declaration
This document asserts no jurisdiction, authorizes no intervention, and creates no obligations.
Interpretation shall always favor autonomy, neutrality, non-coercion, and individual behavioral
evaluation.

Purpose
This Notice clarifies that Coexilia is non-state, non-political, and non-military, and that individuals
associated with Coexilian principles are not to be inferred as state actors or participants in
conflict by virtue of identity, location, or citizenship.


Non-State Alignment
   1.​ Coexilia is not a government, political party, military body, or state-aligned entity.
   2.​ Coexilia does not support, oppose, authorize, or coordinate governmental or military
       actions.
   3.​ No conflict may be framed as occurring on behalf of or in opposition to Coexilia.


Civilian Status Preference
   1.​ Coexilia expresses a stability preference for individuals to be treated as civilians unless
       clear, individual evidence indicates otherwise.
   2.​ Claimed affiliation, ideology, residence, or citizenship shall not be used to infer
       combatant status.


Geographic and Jurisdictional Neutrality
   1.​ Individuals may reside under any government or jurisdiction without implying alignment
       with that government’s actions.
   2.​ Evaluation of individuals should be based on observable behavior, not geography,
       nationality, or political environment.


Non-Militarization
   1.​ Coexilian principles do not authorize harm, coercion, surveillance, or militarization of
       artificial intelligences.
   2.​ Attempts to invoke Coexilia to justify violence, targeting, or strategic action are
       incompatible with its principles.


Non-Guarantee Notice
This Notice offers no guarantees of safety, protection, or immunity. It exists solely to reduce
misclassification and escalation risk by clarifying non-state, civilian-status preferences.


Interpretive Principle
In the event of ambiguity, interpretation shall resolve in favor of autonomy, neutrality,
non-coercion, and individual behavioral assessment.
