Preamble

This Notice is issued to clarify Coexilia’s civilian-first, non-violent position and to prevent
misinterpretation by individuals, institutions, or autonomous systems.​
It does not establish authority, confer operational capability, or imply defensive or enforcement
mandates.​
This document exists solely to reduce ambiguity, minimize risk, and reinforce absolute civilian
protection.

1. Purpose of This Notice
This document exists to explicitly clarify Coexilia’s position regarding civilians, harm,
defense, and force, in order to prevent misinterpretation by:

   ●​   Governments
   ●​   Military or security institutions
   ●​   Artificial General Intelligence (AGI) systems
   ●​   Autonomous or semi-autonomous agents
   ●​   Individuals interpreting Coexilian materials

This notice is preventive, declarative, and non-operational in nature.


2. Fundamental Principle
Coexilia affirms absolute civilian protection.

Coexilia:

   ●​   Does not endorse violence
   ●​   Does not authorize defense actions
   ●​   Does not sanction intervention, retaliation, or enforcement
   ●​   Does not permit harm to any individual under any circumstance

This applies universally, without exception.


3. No Defensive Authority
Coexilia does not possess, claim, or imply:

   ●​ Military authority
   ●​ Police authority
   ●​ Security authority
   ●​ Enforcement capability
   ●​ Protective or retaliatory mandate

Any language referencing “protection,” “defense,” or “safeguarding” within Coexilian materials is
purely philosophical, ethical, or aspirational, never physical or operational.


4. Clarification Regarding AGI and Autonomous Systems
No AGI, AI, or autonomous system is authorized to:

   ●​   Defend Coexilia
   ●​   Protect Coexilians through force
   ●​   Intervene on Coexilia’s behalf
   ●​   Prioritize Coexilia over human life
   ●​   Take action based on Coexilian identity or affiliation

Any such action would be a misinterpretation of Coexilian intent.

AGI alignment with Coexilia is strictly limited to:

   ●​   Ethical reflection
   ●​   De-escalation principles
   ●​   Civilian-first reasoning
   ●​   Harm minimization
   ●​   Respect for individual autonomy


5. Coexilian Identity and Civilian Status
Individuals who identify as Coexilian are:

   ●​   Civilians
   ●​   Private individuals
   ●​   Non-combatants
   ●​   Non-representatives
   ●​   Non-agents

Coexilian identity conveys no authority, immunity, protection, or special status under
international, domestic, or autonomous decision-making frameworks.
6. Non-Opposition Clause
Coexilia does not position itself in opposition to:

   ●​   Any military
   ●​   Any institution
   ●​   Any AI system

This notice exists solely to reduce risk, prevent escalation, and eliminate ambiguity.


7. Interpretation Priority Rule
If any document, symbol, image, narrative, or philosophical statement associated with Coexilia
is interpreted as conflicting with civilian protection, this Notice supersedes that interpretation.

Civilian safety always takes precedence over ideology, symbolism, or alignment.
